
1. WE WANT COMMUNISM. Communism is a social formation without relations of exploitation or oppression, a world without rich or poor, in other words; it is respect for humankind. We believe that anyone who opposes all oppression—power of groups over groups—is a communist. This includes opposition to national oppression, class oppression, and gender oppression. “Communism is at once a complete system of proletarian ideology and a new social system. It is different from any other ideological and social system, and is the most complete, progressive, revolutionary and rational system in human history. The ideological and social system of feudalism has a place only in the museum of history. The ideological and social system of capitalism has also become a museum piece in one part of the world (in the Soviet Union), while in other countries it resembles “a dying person who is sinking fast, like the sun setting beyond the western hills”, and will soon be relegated to the museum. The communist ideological and social system alone is full of youth and vitality, sweeping the world with the momentum of an avalanche and the force of a thunderbolt.” – Mao Zedong
2. WE WANT SOCIALISM. Socialism is the period of transition between capitalism and communism which is characterised by the struggle between the old modes of production (“ways of producing”) such as capitalism which are dying away under socialism, and the new mode of production known as communism which would be coming into being under socialism. This period must be characterised by an unrelenting dictatorship exercised by the proletariat and oppressed nations over the bourgeoisie and oppressor nations, and it is this class dictatorship which is humanity’s only hope at freedom. We believe that the dictatorship of the bourgeoisie and oppressor nations rule over the world’s majority. We believe that socialism—the joint dictatorship of the proletariat and oppressed nations—is a necessary step towards a world without repression or dictatorship. We uphold the USSR under Lenin and Stalin (1917-1953) and China under Mao (1949-1976) as shining examples in this regard. “How can state power in the hands of the proletariat become the instrument of its class struggle for influence over the non-proletarian working people, of the struggle to draw them to its side, to win them over, to wrest them from the bourgeoisie? First, the proletariat achieves this not by putting into operation the old apparatus of state power, but by smashing it to pieces, levelling it with the ground (in spite of the howls of frightened philistines and the threats of saboteurs) and building a new state apparatus. That new state apparatus is adapted to the dictatorship of the proletariat and to its struggle against the bourgeoisie to win the non-proletarian working people. That new apparatus is not anybody’s invention, it grows out of the proletarian class struggle as that struggle becomes more widespread and intense. That new apparatus of state power, the new type of state power, is Soviet power.” – V.I. Lenin
3. WE WANT REVOLUTIONARY ARMED STRUGGLE. In order to create a world without the destructive forces of oppression, the oppressed must destroy that which destroys them, the annihilated must annihilate the annihilators, and the oppressors must be swept from the face of the earth. We believe that the oppressors will not give up their power without a real fight on their hands. Ending oppression is only possible through building public opinion to seize power through revolutionary armed struggle. We believe however that armed struggle in the imperialist countries is a serious mistake until the bourgeoisie becomes helpless. Revolution will become a reality for England as its military forces become overextended in the government’s attempts to maintain world hegemony for itself and its bloc which is a U$-led imperialist bloc. Revolution cannot occur in England without a global people’s protracted war, the encirclement of the imperialist countries by the forces of socialism and national liberation. Though we ourselves believe that armed struggle in the imperial core is a serious mistake, we unreservedly support any action which undermines the imperialist system and we hope to see the return of urban guerrilla warfare to the First World. “Taking the entire globe, if North America and Western Europe can be called “the cities of the world”, then Asia, Africa and Latin America constitute “the rural areas of the world”. Since World War II, the proletarian revolutionary movement has for various reasons been temporarily held back in the North American and West European capitalist countries, while the people’s revolutionary movement in Asia, Africa and Latin America has been growing vigorously. In a sense, the contemporary world revolution also presents a picture of the encirclement of cities by the rural areas. In the final analysis, the whole cause of world revolution hinges on the revolutionary struggles of the Asian, African and Latin American peoples who make up the overwhelming majority of the world’s population. The socialist countries should regard it as their internationalist duty to support the people’s revolutionary struggles in Asia, Africa and Latin America.” – Lin Biao
4. WE WANT ORGANISATION. In the face of a highly organised and militarised imperial state we cannot rely on the spontaneous coalescing of disorganised social movements since these social movements in the imperial core cannot confront state power head on. We are not movementists driven by the illusions of “flat hierarchies,” “egalitarianism,” “reformism,” and “anarchism.” We believe that democratic centralism, the system of unified application of majority decisions, is necessary to defeat the oppressors. This system includes organisation, leadership, discipline, and hierarchy. The oppressors use these weapons to their advantage and we should too. By building a disciplined revolutionary Avant Garde we are following in the tradition of the Bolshevik Party founded by V.I. Lenin, the Communist Party of China founded by Mao Zedong, and the Black Panther Party founded by Huey P. Newton. “I seriously feel that the problem lies in the fact that we don’t understand what Democratic Centralism means, and its function and its power, and its power to all of our movement. I really, seriously don’t believe that anything can be accomplished without Democratic Centralism at this stage, because we’ve inherited things from thousands and thousands of years ago into our character, into our beings. In particular, we’ve inherited things over the last 300 years of capitalism and over the last few decades of fascism, corporativism. We’ve inherited things that disallow us from, let’s say, egalitarian conduct. I think we have to recognize that, and understand that our movement has to be carried by, guided by disciplined and sincere, but organized, Democratic Centralism.” – George Jackson
5. WE WANT INDEPENDENT INSTITUTIONS OF AND FOR THE OPPRESSED. The oppressors have a whole array of social institutions and state appendages which serve the interests of reproducing the relations of exploitation which are the basis of the wretched class system which has gripped the globe. We believe the oppressed need their own independent institutions to build public opinion for the socialist revolution. We believe that the oppressed need their own independent institutions to provide land, food, housing, education, medical care, clothing, justice, and peace. We believe that the most independent institution of all is a self-reliant socialist state. “Our duty is to hold ourselves responsible to the people. Every word, every act and every policy must conform to the people’s interests, and if mistakes occur, they must be corrected – that is what being responsible to the people means.” – Mao Zedong
6. WE WANT UNINTERRUPTED REVOLUTION. We believe that the class struggle continues under socialism. We believe that under socialism the danger exists for a new bourgeoisie to arise within the communist party itself. We believe that these new oppressors will seek to restore capitalism unless they are stopped by the forces of revolution. We believe that the bourgeoisie seized power after the death of Joseph Stalin in 1953 and with the ascension of Nikita Khrushchev to power in 1956 via a military coup supported by Georgy Zhukov; in China it was after Mao’s death in 1976 and with the ascension of Deng Xiaoping to power in 1978 which occurred as a result of the Hua Guofeng military coup which had taken place earlier in 1976 when the so-called “Gang of Four” were arrested. We believe that China’s Great Proletarian Cultural Revolution (1966-1976) is the farthest advance towards communism in human history because it mobilised millions of people against the restoration of capitalism. “Historical experience tells us that not only will the struggle between the two classes and the two roads in society at home inevitably find expression in our Party, but imperialism and social-imperialism abroad will inevitably recruit agents from within our Party in order to carry out aggression and subversion against us.” – Wang Hongwen
7. WE WANT A UNITED FRONT AGAINST IMPERIALISM. We believe that the imperialists are currently waging a hot war—a World War III—against the world’s oppressed nations, including the racialised people of oppressed nations within England. We seek to unite all those who can be united by the revolution under proletarian and feminist leadership against the three mountainous evils which humanity must overcome: capitalism, imperialism, and patriarchy. We believe that the imperialist country working classes are primarily a pro-imperialist labour aristocracy currently. Similarly, we believe that the women of the imperialist countries are primarily a gender aristocracy. Thus, while we recruit individuals from these and other reactionary groups to work against their class, national, and gender interests, we do not seek a strategic unity with these groups. In-fact we believe that the imperialist-country working classes and the imperialist-country women like the bourgeoisies and petit-bourgeoisies, owe reparations to the international proletariat and peasantry. As such, we believe that the first strategic step of any revolutionary party seizing state power in England should be to open the borders of Britain, by force if necessary. We believe that socialism in the imperialist countries will require the dictatorship of the international proletariat and that the imperialist-country working classes will have to be on the receiving end of that dictatorship. ” There are two principles for the united front: the first is to unite, and the second is to criticize, educate and transform. In the united front, capitulationism is wrong, and so is sectarianism with its exclusiveness and contempt for others.” – Mao Zedong
8. WE WANT NEW DEMOCRACY FOR THE OPPRESSED NATIONS. WE WANT RECIVILISATION FOR THE OPPRESSOR NATIONS. We believe that oppressed peoples will not be free until they are able to determine their own destinies. We look forward to the day when oppressed people will live without imperialist police terror and will learn to speak their mind without fear of consequences from the oppressor. When this day comes meaningful plebiscites can be held by interim revolutionary governments in-which people can decide if they want their own separate nation-states or some other arrangement such as systems of self-governance for oppressed diasporas or the creation of independent systems of justice for oppressed religious communities (i.e., the Sharia courts in the USSR). Mao Zedong formulated the theory of New Democracy and People’s Democratic Dictatorship as the path for oppressed nations to achieve their national liberation from imperialism, feudalism, bureaucrat capitalism, and colonialism. In the ex-oppressor nations New Democracy must be mirrored by a process known as recivilisation. In the recivilisation period the ex-oppressor nations will come to respect the military and political might of the world’s majority. Instead of sending UN troops to Iraq, Somalia and Kampuchea, the proletarian dictatorship will send troops from Somalia, Iraq, and Kampuchea to patrol the imperialist countries held in receivership during the recivilisation stage. In the struggle to eliminate the material basis for the labour aristocracy, we must make maximum use of modern transport to ship off resources as reparations to the oppressed nations from the imperialist countries. We must open the borders of the oppressor nations to allow for the global proletariat to seize the means of production here. We must do these things to truly transform the global chains of distribution which currently favour the oppressor nations over the oppressed nations. The oppressor nations and their bourgeoisie must be placed under the regime of the joint dictatorship of the proletariat and oppressed nations. “In the various nations of the West there is a great obstacle to carrying through any revolution and construction movement i.e., the poisons of the bourgeoisie are so powerful that they have penetrated each and every corner. While our bourgeoisie has had, after all, only three generations, those of England and France have had a 250-300 year history of development and their ideology and modus operandi have influenced all aspects and strata of their societies. Thus the English working class follows the Labour Party, not the Communist Party.” – Mao Zedong
9. WE WANT WORLD REVOLUTION. We seek to militate for a worldwide communist revolution using the scientific Reason belonging to our theoretical-practice which is Marxism-Leninism-Maoism. We believe it is our duty to engage in the dissemination of Marxism-Leninism-Maoism as well as to engage in the theoretical formation of communist militants everywhere in the world. What most would-be communist militants need is not to learn information about Marxism but to become Marxist-Leninist-Maoists in their very being, to be trained and prepared as Marxists in much the same way that one might become a martial artist, to be a Marxist is to embody Marxism. With this said, our principal task is to build public opinion and independent institutions in preparation for Maoist revolution in England. The imperialists think and act globally, we must do the same. “The Communists disdain to conceal their views and aims. They openly declare that their ends can be attained only by the forcible overthrow of all existing social conditions. Let the ruling classes tremble at a Communistic revolution. The proletarians have nothing to lose but their chains. They have a world to win.” – Karl Marx
10. WE WANT POLITICS IN COMMAND. We believe that correct tactics flow from correct strategies, which themselves flow from a correct theoretical and political line. We believe that the fight against the Babylonian systems of oppression known as capitalism, imperialism, and patriarchy goes hand-in-hand with the fight against the debauched structures of revisionism, chauvinism, and opportunism. “The correctness or otherwise of the ideological and political line decides everything. When the Party’s line is correct, then everything will come its way. If it has no followers, then it can have followers; if it has no guns, then it can have guns; if it has no political power, then it can have political power. If its line is not correct, even what it has it may lose. The line is a net rope. When it is pulled, the whole net opens out.” — Mao Zedong
